Second, it's Sunday morning at 6:46am and I'm a bit hung-over from an impromptu party he has my house last night, so I will make this quick.

I'm looking to integrate this into my intern program… that's how much I like this.
Speaking of the intern program, I've decided to make a change.
This will be a paid intern program beginning next week. In addition for being paid on all completed tasks, I will also have a paid referral system in place.
This will truly be a 'get paid while you learn how to run and grow your business' program.
But I'm run into a snag and can use your help…
Right now, the system is simple. All tasks are delivered via autoresponder. The visitor simply opts-in to get the tasks and are held accountable by submitting completed tasks via email.
I need technology that will:
1. Allow someone to signup and then deliver their tasks online.
2. Only give them the next task once the task assigned has been completed. This tasks will also be submitted online via this same system.
3. The registration process will have to detect the IP of the visitor and not allow multiple signups via the referral system from the same IP (I know, TOR will kill this, but I need a way to limit fraud as I will using a referral system).
That's it… I can have this built in a month, but I want the technology now.

You need to look far outside "IM"
Well, with the exception of the ip detection, it sounds like you need to use a online version of project management software which is quite common. Many would provide the features you want and more that you probably do but haven't thought of yet.
I suggest that you send "interns" to the project management software AFTER they have signed up if you are paying a commission, and then you don't necessarily have to worry about that fraud issue.
I would suggest doing a search and finding what best suits your specific needs
I have been pondering the automatic delivery of tasks only when the previous task has been completed. I hadn't included the IP restrictions, so the best solution I've come up with is using an online learning platform like Moodle and treating the tasks as class assignments.
If you do decide to go with moodle you may want the Course Date Manager "block" to do relative dates.
